UTILITIES / UTILITY BILLING

The City of Horace provides water and sewer treatment services to residents. Residents in Horace Proper receive water through the City of Horace. Those outside of Horace Proper receive water service from Cass Rural Water and are billed directly from Cass Rural Water. Please click here to view a map of the Horace water service area. Residents who live within the blue-shaded area receive Horace water service. 

If the residence receives water from the City of Horace, the city utility bill will include the monthly cost of service for Water, Sewer, and Trash / Recycling, Forestry, Vector Control and Water Tower / Lagoon Surcharges.

All residential water, sewer, and garbage / recycling monthly rate restructures are reviewed by Horace City Council annually.

Water Rates

New Utility Rate
Effective November 1st 2023 New water rates will take effect.
You will see this reflected on your December bill.

October 1st – April 30th Water Rates
Base Rate 5/8”-3/4” meter: $27.00
Usage rate: $5.40 per 1,000 gallons

May 1st – September 30th Water Rates
Base Rate 5/8”-3/4” meter: $27.00
Usage rate: $5.40 per 1,000 gallons (0-5,999 gallons)
Usage rate: $6.40 per 1,000 gallons (6,000-9,999 gallons)
Usage rate: $7.40 per 1,000 gallons (over 10,000 gallons)

Residential and Commercial Water Tower and Lagoon Maintenance (surcharge)

If your water meter is malfunctioning or is not reading properly, please contact City Hall at (701) 492-2972 to schedule a time to troubleshoot. Do not disconnect or tamper with equipment.

Garbage and Recycling Collection Service


Garbage and recycling collection service is provided to Horace residents by Waste Management.

Residents will receive:
96-gallon green-top trash cart
96-gallon yellow-top recycle cart

Service Schedule: Weekly on Wednesdays or Thursdays depending on location. 
New garbage collection route took effect July 17th, 2023 (see map below).
Those residing WEST of CR17 will have their garbage picked up on WEDNESDAYS.
Those residing EAST of CR17 will have their garbage picked up on THURSDAYS.
Recycling pickups will remain on the same biweekly schedule. Set your recycling out with your garbage every other week.

Garbage Container Setout Instructions


Place container on the street with wheels against the curb by 6 a.m. on collection days and remove same day. Keep containers at least four feet from parked cars, mailboxes and other obstacles that may prevent WM team members from picking it up.

Service Instructions and Limitations: Bag all garbage. Don’t overfill your cart – the lid must close tightly.

Acceptable and Non-Acceptable Materials: Acceptable items include household trash like chip bags, paper towels, plastic bags, & textiles (donate if lightly used). Non-acceptable items include construction/demolition waste, auto parts, tires, household hazardous waste (paint, oil, household cleaners), medical or electronic waste.

Garbage: Report a Missed Pick-up

Report a missed pickup to Horace City Hall (701) 492-2972 if your containers were curbside by 6 a.m. but were not emptied.
Snowbirds

Here are some guidelines for those who flock south for the winter:

• If you have City water and / or sewer, you will still be charged monthly for the base rate
• Forestry and Vector will still be charged monthly
• Trash and Recycling can be discontinued while you’re away at no charge
• Avoid late fees by paying your bill in advance or setting up ACH for automatic payments
